There have been a lot of passionate reactions to the Rice Commission Report and a lot of ideas about reform and where to start.
The chairwoman and namesake of the Commission, Condoleeza Rice, may have inadvertently found a starting point that everyone can agree on when she called NCAA rules “incomprehensible.”
When someone who has spent a big chunk of her life working in government and dealing with govermentese calls your rulebook “incomprehensible...” Well maybe just simplifying the rules down to the most basic set possible, in plain English, would be a good start and something that could be done relatively quickly and with minimal stress.
